Description of the change

This PR bumps the version to stable v1.0.0.

Hi 馃憢 Docs at https://docs.rollbar.com/docs/python-configuration-reference says nothing about new handler nor they say to which version this docs apply to. How can we fix that? Is there other place for docs?
